It is understood that this method mainly has the following characteristics: First, the night lighting will be unified planning, new construction, reconstruction, or expansion of the building, the construction unit should report the night lighting professional design plan to the city lighting management agency for review. The existing important buildings of the night lighting facilities shall be constructed. The property rights unit or the user unit shall, according to the requirements of the administrative department of night lighting, construct a night lighting facility within a time limit. The night lighting facilities of existing residential buildings and other buildings are the responsibility of the district governments. The act of dismantling, relocating, altering, or disabling night lighting facilities, and constructing and setting night lighting facilities not in accordance with urban night lighting planning requirements will be punished according to law, and the highest penalty is 30,000 yuan.
The method proposes that the night lighting requirements should be coordinated with the surrounding environment, and priority should be given to adopting green energy-saving products. The materials and equipment used should conform to the urban night lighting design specifications. The administrative department of administration shall determine the opening and closing time of night lighting facilities in accordance with different circumstances such as usual, general holidays and major festival activities.
