In Kuala Lumpur, on January 29th, the city announced the implementation of Alibaba Cloud’s ET City Brain to tackle traffic congestion using artificial intelligence. The system connects 281 roads, analyzes video footage in real-time, adjusts traffic lights dynamically, detects accidents, and prioritizes emergency vehicles, significantly easing traffic problems in the city.

On February 1st, Beijing time, Alibaba Group released its third-quarter earnings report for the 2018 fiscal year (October–December 2017). The technology sector continued to deliver strong returns, with cloud computing business doubling again, reaching 3.599 billion yuan, a year-on-year growth of 104%. In 2017, Alibaba Cloud’s total revenue reached approximately 11.2 billion yuan. This marked the first time a Chinese company had surpassed the 10 billion yuan milestone in cloud computing, securing its position as a leading provider in Asia.
The technology deployed in Kuala Lumpur has already been tested and implemented in China. In November 2017, the ET City Brain was recognized by the Ministry of Science and Technology as a national AI open innovation platform. It has since been rolled out in seven cities, including Hangzhou, Xiong’an, Chongqing, and Macao. In Hangzhou, the city brain reduced transit time by 15.3%, cut travel time on elevated roads by 4.6 minutes, and halved the response time for emergency ambulances.
China is driving forward with digital transformation at an unprecedented pace. On July 20, 2017, the State Council issued the “New Generation Artificial Intelligence Development Plan,†aiming to make China a global leader in AI by 2030. The Central Political Bureau also held a collective study session on big data strategy, emphasizing the integration and sharing of data resources, ensuring security, and accelerating the construction of a digital China.
According to a McKinsey report, China’s AI-related industries—including cloud computing, big data, and IoT—are projected to reach $148 billion, with a broader economic impact of $1.48 trillion. At the “Artificial Intelligence and Global Security Summit†in Washington last November, Google’s former CEO Eric Schmidt predicted that China could surpass the U.S. in AI capabilities within the next decade, saying, “By 2030, they will become the masters of the AI industry.â€
In an exclusive interview at the World Economic Forum in Davos in 2018, Alibaba Cloud President Hu Xiaoming noted that global understanding of cloud computing is evolving. “After constant 'testing the waters,' people are beginning to recognize its critical role in future technological progress.†He called 2018 the first year of the convergence between cloud computing and industry.
China has become a tech market that even Silicon Valley envies. According to McKinsey, Chinese companies account for one-third of the world’s 262 tech unicorns. Alibaba Cloud President Hu Xiaoming added that compared to some Western countries, Chinese consumers are more open to new technologies, and university research is closely integrated with industry.
